Uptime and Charging Success Rate use different denominators, so the gap is not a count of failed sessions. It is a signal of where reported health and driver outcomes part ways. The Symbioen Index scores every network on both, so stations that look healthy on paper but fail in practice stop hiding inside a portfolio average.
